SAI is an advanced APK installer that supports split APKs. It also has a simple application backup/export feature.

SAI can install applications using standard Android APIs, root access, or Shizuku.

SAI is an open source application and you can get the source code on its GitHub repository - github.com/Aefyr/SAI

Note that SAI only installs user-supplied files and is not responsible for the behavior of these applications.

Also note that some devices/ROMs are not supported by SAI, this is related to bad Android API implementation in said ROMs and cannot be fixed on the app side.
